I WordPress there are normal blocks and container block. You can put things into container blocks. A cover block (like above) is a container block, so you can put things into it (like headings and paragraphs). You can adjust the placement by using right side and selecting the cover block and selecting or deselecting fixed background. You can have layers within the cover block. Snap to top of screen.
